The cities of refuge in the Old Testament foreshadowed the church. As the man-slayers could only survive by getting into a city of refuge we can only avoid punishment by entering into the church.
The way we enter the church is through Jesus Christ. We have security if we are faithful Christians that there is no condemnation for us.
