God watches over and listens to the prayers of the righteous. He provides special care for those who abide in Him and we abide in Him when His word abides in us. We can ask Him for anything so long as we are asking it within His will.
When we pray to God we need to realize our own helplessness. We should acknowledge our absolute dependence upon our Heavenly Father whenever we speak to Him and we need to be completely sincere.
